The direct answer

A survival map that needs a cell tower is a poster. The Last Manual downloads map packs while you are online — your area, a region, or a country — then tiles, GPS position, waypoints, and routing run on the phone. Free users can open Map and see the UI; packs and navigation unlock with Premium (lifetime $19.99 at launch).

Packs are sized to stay under device and tile limits. Small areas keep higher zoom; large countries drop max zoom so the download does not explode. You pick the box, download on Wi-Fi, then leave. Updates are optional the next time you have a connection.

This is not Google Maps in a WebView. There is no live traffic, no business search, no turn-by-turn voice from the cloud. There is a map of the ground you chose, your GPS dot, and the route the device can compute from that pack. If the situation is one where you will not have a signal, this is the map that still opens.

What Map does with zero bars

Download once. The rest is on-device.

Tiles
Region packs stored on the phone. No tile server after the download.
GPS
Device GPS for your position. Needs a sky view, not a cell tower.
Waypoints
Drop and save points locally. They do not sync to a cloud account — there isn’t one.
Routing
On-pack routing when the graph is present. Recalculation may wait if you left the downloaded area.

Free: UI preview, locked. Premium: packs, GPS, routing, waypoints.
